Description:
With the power of both Mangekyou Sharingan eyes, Kozai shaped a sanctuary, a dimension that would become his base of operations from that point forward.

The creation of this dimension takes up the same number of MS counters as Susano'o. After that, however, the Mangekyou Sharingan need not be used to enter or exit the dimension. The creation of the dimension itself takes the normal SS rank chakra cost x2.

The dimension can be traveled to and fro via 3-tomoe sharingan. Travel speed is nearly instantaneous. Travel takes 2 MS counters.

Inside the dimension itself, the user will find a black void filled with unused energies. With this, the user can shape the dimension, and control all aspects of space-time, matter, energy, and psyche inside the dimension. The user cannot take any matter created in the dimension back to the real world (with one exception, see below). People cannot enter the dimension except with Kozai's permission. Without said permission, they are repelled from the dimension.

The user can teleport objects/people that he is touching to the dimension, as long as the object is no bigger than a bijuu. The user cannot transport buildings. When transporting things to his dimension, the user must also travel with the object he is transporting, one object per trip. The transportation takes slightly longer, 3 seconds, rather than instantaneous.

Niflheim has a single camera that is capable of viewing any place in Iwagakure.

Niflheim only has an "imagination forge" that the user can visualize and create physical weapons in for his own use in the real world. If these weapons are outside the standard ninja weapons, then the user MUST register them. The user can only have two weapons and one suit of armor out at a time; these are stored in the armory. All weapons must be registered for use.

Keep in mind that only the blueprints for these weapons are stored, and can the actual weapons are materialized in the real world.

^No. This means you can get any type of information you want which is unfair. Take this out.

"Niflheim only has one significant power. With a glance from the sharingan, a user can see the structure of weapons, armors, and puppets. The user can then create physical copies of these in his realm. He can summon a copy to him in the physical world, but only 1 sword, 1 armor, and 1 puppet at a time. Whenever the user scans like this, he loses 5 counters off of his MS. He can only summon something once per post."

^This a huge no no. If you want to use weapons then either create some yourself or steal them from someone's bare hands. This is pretty much a bullshit way to get something you want. Not to mention, I'm pretty sure they keep all their properties even if they're copies, correct? Yeaaaaah... no. Sorry man.
