A technique known by a Kirigakure hunter-nin, the user makes rain which absorbs any chakra when it comes in contact with that is not of the same signature as the original user. This justu only absorbs A rank or lower techniques, and lessens the power of S rank techniques by half. Earth justu B rank and lower are only absorbed and earth justu A rank and higher are not effected.
Extra Information: Must be have been a kiri anbu member to know.

why would it not it's a hunter nin technique, it is designed to slow the opponent down

It would be better if we came up with a compromise like I stated in the CB yesterday. Going back and forth on the topic just wastes time. So I have two propositions, either you lower the amount of posts it lasts or lower the amount of chakra it drains to 5 per post (the amount for an E-Rank tech).

There's also a few more things about this:

-Make it absorb only B-Rank or lower techniques. Fire techs can be absorbed up to A-Rank though.
-Increase the cooldown
-There should be a limit on the range. Please specifically state how far it goes.

25 chakra a post over the course of 5 posts will not affect a battle in the slightest d rank is completely understandable for this justu.

Ummmmm well since it was shown absorbing rasangans from naruto I think A ranking is fine for the technique really it is meant to stop the user of high level techniques after all.

A 4 post cooldown seems like more than an enough that would mean the battle has been going on for 9 turns, whitch never happens.
